Financial Accounting Manager

An exciting opportunity has arisen to join Broxbourne Borough Council as a key member of the Resources Management Team with responsibility for the Council’s statutory financial accounts and production of the Medium-Term Financial Strategy.

It is an interesting and motivating time to join the borough as they progress towards the culmination of a four year plan with significant redevelopment and transformation of the area. To mention a couple of examples; development on Brookfield Riverside, providing extra retail and leisure facilities, offices and a civic hub which together will form a new town centre for the Borough. In addition, the Council’s successful bid for Levelling Up Funding will see Waltham Cross Town Centre undergo a significant regeneration programme.

As the Financial Accounting Manager, you will produce the Council’s statutory financial accounts. Liaising as required with the Financial Services Manager, the external auditor and other bodies as required. You will also be the key contact with the external auditor in relation to the audit of the statutory accounts.

Leading on the presentation of the Medium-Term Financial Strategy to elected Members and the lead financial support in the preparation and subsequent monitoring of funding bids.

There is also the exciting responsibility of working closely with the Council’s Digital Transformation team to continue to improve the quality of life for local communities by continually driving forward customer service improvements throughout the Council.

You will also be asked to represent the Assistant Director Resources and/or the Director of Finance at external meetings.

We are looking to speak with senior and experienced accounting professionals ideally with a local government or public sector background. You will have a strong understanding of the process of closing the accounts, and the ability to plan and manage this process within a local authority. And you will have full professional membership of CIPFA or equivalent (ACA, ACCA, CIMA).
