Capital Strategy & Reporting Accountant

London Bridge

Do you want to be part of making London the best city in the world?

The Greater London Authority (GLA) is the centre of government for London, serving both the Mayor and the London Assembly. The Mayor of London sets the budget and is responsible for making London a better place for everyone and the Assembly holds the Mayor and Mayoral advisers to account. The GLA itself plays a key role in delivering projects across Greater London over areas including Housing, Transport, Environment, Culture, Economy and Regeneration.

Over the 18 months the finance team have been through a modernisation and expansion journey, which has left the team better placed to support the delivery of the amazing work the GLA does. We are now recruiting for the final two roles, both of which will be able to have a major impact across London and the people who live, work and travel there.

The Capital Strategy & Reporting Accountant will take a lead role in shaping capital strategy, strengthening capital reporting and providing expert technical advice on major investment decisions for the GLA rather than it functional bodies. Approximately 60% of the role focus will be on the capital strategy and business partnering and 40% on technical accounting.

The role will lead the development, implementation and annual review of the GLA’s Capital Strategy, ensuring that investment priorities, funding requirements and financing decisions support the organisation’s strategic priorities. As well as working closely with Finance Business Partners, Financial Accounting and Treasury colleagues, to bring together the technical and strategic elements of capital finance ensuring a joined-up approach, it will also take ownership of key elements of the GLA’s capital accounting and reporting framework, including year-end closure, statutory reporting, fixed assets and capital financing.

To be suitable for the role you need to be a fully qualified accountant with significant experience working within the capital accounting function of a large and complex public sector organisation, ideally a local authority. Experience of delivering published financial statements is essential whilst strong knowledge of the Codes of Practice on Local Authority Accounting and relevant capital and finance accounting regulations are highly desirable.

The GLA is looking for someone who can combine technical authority with pragmatism: somebody able to challenge assumptions, solve complex problems and ensure that sound capital accounting supports better strategic investment decisions.

GLA offers a hybrid working environment, with an expectation you are in the office 50% of the time.

To find out more about the role, the GLA and why you should work there, please contact Will Ryan at Ivy Rock Partners on 07909030965 or willryan@ivyrockpartners.com

Application is via CV and supporting statement. The supporting statement should be no more than 2 pages and should cover why you are interested in the role and use the STAR method to highlight your relevant experience.

The closing date is Monday 23rd November.
